The main objective of criminal groups has been the public forceespecially in the convulsive departments of Arauca and Norte de Santander, in the east of the country and both border with Venezuela, as well as in Cesar (north), and in the regions of northern Cauca and Bajo Cauca in Antioquia, in the west from Colombia.
