Russian President Vladimir Putin asked the Russian Senate to approve the use of the Russian Armed Forces abroad; right that is destined to “establish peace” in Donbas, according to the president of the Upper House, Valentina Matvienko.
“The Federation Council (Senate) has received a request from President Vladimir Putin for the use of the Russian Armed Forces outside the territory of Russia”Matvienko said today in a televised statement.
Shortly after, the Senate unanimously satisfied the request of Putin, who on Monday recognized the independence of the self-proclaimed separatist republics of Donetsk and Lugansk, in eastern Ukraine and who ordered in two decrees that Russian troops “exercise functions of maintaining the peace” in Donbas.
The head of the Senate explained that the approval is aimed at “establishing peace” in Donbas.
“It is aimed at stopping the bloody civil war (as Russia calls the armed conflict that broke out in eastern Ukraine in 2014) and not allowing future attacks on localities and civilians, as well as creating normal living conditions and ensuring the security of the population”said.
According to the request, which was published by the Kremlin, Putin made the request under the treaties of friendship, cooperation and mutual assistance that he signed the day before with the leaders of Donetsk and Lugansk.
The Russian Defense Ministry denounced on Tuesday that the situation in eastern Ukraine is getting worse and that Kiev has concentrated 60,000 soldiers near the borders with the newly recognized pro-Russian separatist republics of Donetsk and Lugansk.
“The negotiations are at an impasse. The Ukrainian authorities have taken the path of violence and bloodshed. On the borders with Donetsk and Lugansk, Ukraine has amassed a unit of 60,000 military personnel with heavy weapons, missile systems and rocket launch systems.”Deputy Defense Minister Nikolai Pankov said.
Moscow said on Tuesday that it did not plan to deploy troops to Donetsk and Lugank for the time being, but would resort to this option in the event of a threat to both sides.
“If there is a threat, then, of course, we will provide assistance in accordance with the treaty that has been ratified (by the parliamentarians of Russia and the Donbas republics)”Russian Deputy Foreign Minister Andrei Rudenko said.
