Subsequently, the head of the Kremlin has signed treaties of friendship and mutual assistance with the leaders of Donetsk, Denis Pushilinand from Lugansk, Leonid Passechnik.

The Russian president has asked the Russian Federal Assembly (Parliament) to support his decision and then ratify these treaties with both republics.

The Russian president made this decision after receiving a request in this regard from both pro-Russian separatist leaders on Monday and after the Russian Duma (Lower House) sent him a resolution urging him to recognize the independence of Donetsk and Lugansk.

Putin stressed in his speech that the situation in Donbasswhere independence supporters have been clashing with the Ukrainian Army since 2014 in a conflict that has claimed the lives of some 14,000 people, is “critical and serious.”

“I emphasize once again that Ukraine for us is not just a neighboring country. It is an integral part of our own history, culture, spiritual space. These are our comrades, relatives, among whom are not only colleagues, friends, former colleagues, but also relatives, people connected with us by blood ties, relatives,” Putin continued.

Faced with the escalation of military tension in the coming days in eastern Ukraine, Putin has demanded that “those who usurped power and hold power in Kiev immediately put an end to military actions”.

“Otherwise, all responsibility for the possible continuation of bloodshed will fall squarely on the conscience of the regime ruling the territory of Ukraine,” Putin warned.
