Ukraine said on Sunday that it wanted a meeting with Russia and other members of the Organization for Security and Cooperation in Europe (OSCE) within the next 48 hours to discuss the build-up of Russian troops on its border..
Ukrainian Foreign Minister Dmytro Kuleba accused Russia of ignoring his government after Kiev on Friday invoked a section of the Vienna Convention, a set of security agreements, to demand Moscow explain its military activities in area.
According to Vienna Conventionof which Russia is a party, OSCE members can request information about a member’s military activities.
“If Russia is serious when it talks about the indivisibility of security in the OSCE space, it must honor its commitment to military transparency to reduce tensions and improve security for all,” Kuleba said.
Moscow has repeatedly denied any plans to invade Ukraine, despite concentrating more than 100,000 soldiers Near the border.

But in a later interview, he said that Ukraine had a constitutional commitment to join the military alliance and that its admission would depend on the “willingness of NATO itself.”
