Kisses, hugs and compliments are prohibited for Mexican public officials

Mexican officials must refrain from kissing and hugging or throwing compliments “suggestive or of a sexual nature,” according to a code of ethics published Tuesday to combat harassment in public administration.

The regulation, published in the official gazette, urges “avoiding conduct such as (…) having physical contact that is suggestive or of a sexual nature, such as touching, hugging, kissing, groping, pulling.”

It also warns against “comments, ridicule, compliments or jokes towards another person regarding appearance or anatomy with a sexual connotation, whether in person” or through electronic means.

This seeks to combat acts of corruption and abuse against personnel of all genders, the text states.

The code also defines situations such as sexual harassment, in which there is not necessarily a hierarchical subordination, and sexual harassment, in which there is abuse by a superior.

In addition, making gifts or manifestations that denote a sexual interest towards a person or insinuating appointments or encounters with the same purpose will be sanctioned.

Failure to comply with this regulation, which will come into force on Wednesday, must be reported to the ethics committees and internal control bodies of the Mexican agencies. Officials will be sanctioned in accordance with the law of administrative responsibilities.

This code is launched at a time when the demonstrations of women demanding an end to sexual harassment and gender violence are multiplying.

Hand in hand with the violence of organized crime, which has hit Mexico for 15 years, aggressions against women have multiplied with an average of 10 murders every day, according to official figures.
