On the other hand, he has ensured that the deterioration of relations started before Russia’s annexation of Crimea in 2014 and he has defended that “since the end of the Cold War, Russia has repeatedly tried to find new forms of interaction with NATO, to create for all a stable and equitable European security system.” In addition, he pointed out that the bloc has ignored Moscow’s interests and refuses to dialogue: “The talks held between 2016 and 2021 showed that the Alliance is not ready for a serious conversation between the military.”

He has also underlined that the Rome Declaration still stands, where “it is determined that Russia and the Atlantic Alliance are not considered adversaries” and added that this position “was confirmed at the 2010 Russia-NATO Council Summit in Lisbon.”
