The Colombian Attorney General’s Office filed charges this Wednesday against the former Minister of Sports, Astrid Bibiana Rodríguez, for the alleged failure to fulfill duties that resulted in the Caribbean city of Barranquilla losing the headquarters of the 2027 Pan American Games, that will be disputed in Lime.
The Public Prosecutor’s Office detailed in a statement that “issued a statement of charges” against Rodriguez for el “alleged breach of the obligations acquired with Panam Sports Organization, which led to the termination of the legal business and the withdrawal of the headquarters of the Pan American Games 2027 to Barranquilla.”
“The Disciplinary Investigation Chamber indicated that both the head of the portfolio and the general secretary, Luis David Garzón Chaves (…) would have allowed the increase in the company’s assets to the detriment of the city by US$ 2.2 million that the Mayor’s Office had paid as part of what was established and that were lost due to the Ministry’s non-payment“added the information.
The venue for the 2027 Pan American Games had been given to Barranquilla, but Panam Sports withdrew the organization last January, considering that it had failed to comply with the signed contract.
“Panam Sports withdraws the organization of the XX Pan American Games in 2027 from the Republic of Colombia, the department of Atlántico, the city of Barranquilla and the Colombian Olympic Committee (COC) and terminates (…) the Host City Contract” , inthe entity said in a statement at the beginning of this year.
In it he argued that “failure to comply with established requirements” In a letter from last October “automatically cancels the extension of time provided to remedy breaches of the Host City Contract.”
In that sense, the Attorney General’s Office assures that former Minister Rodríguez “possibly violated the principles of efficiency, diligence and speed of the public service by resolving on December 27, 2023 not to sign the contract and not honor the commitment made to make the agreed amount effective in accordance with the payment plan established on December 30. December”.
Meanwhile, Secretary Garzón “overlooked the principle of effectiveness by supposedly stopping the contractual process to modify the payment method through an administrative act, which seriously affected the image, seriousness and credibility of the Colombian State”according to the Public Ministry.
Due to the loss of the headquarters, Rodríguez resigned from the position of Minister of Sports, a position she left on February 15.
