On Monday, June 24, after the procedures are finalized and approved by the foreign ministers of the member states, the restrictions will be published in the Official Journal and will officially enter into force. The President of the European Commission expressed her satisfaction with the acceptance of the sanctions. “This strong package will further deprive Russia of access to key technologies and deprive it of further energy revenues,” wrote Ursula von der Leyen on the X website on Thursday, June 20. The details of the package, which will be revealed only when it enters into force, were revealed to the Brussels correspondent of Polish Radio, Beata PÅ‚omecka.

For the first time, the European Union is attacking the gas sector. There is no embargo, but there is a ban on transshipment of Russian liquefied gas in European ports. The restrictions also apply to the Arctic and Murmansk LNG projects. In addition, the EU is targeting some of the ships from the so-called a shadow fleet that transports Russian oil in violation of previous EU sanctions. There will also be a ban on the import of helium and a ban on the operation in the EU of transport companies that are at least one fourth owned by Russians.

Political parties, foundations, non-governmental organizations and research centers will no longer be able to receive funding from Russia. The European Union also imposes sanctions on several dozen non-EU companies for supplying Western components to Russia and thus helping to circumvent sanctions. The list includes, among others, companies from China and Hong Kong, Turkey and Kyrgyzstan.

In May, the European Commission proposed to adjust sanctions on Belarus accordingly. However, negotiations have slowed down a bit on this issue. It was decided that sanctions against the regime in Minsk would be excluded from the 14th sanctions package against Russia and would be negotiated later. The Brussels correspondent of Polish Radio also found out that Hungary agreed to impose further sanctions against Russia because it received an assurance that the Paks nuclear power plant would be exempt from all restrictions, for example those regarding the import of products or technologies from Russia.
