The new fee will affect millions of homes. “Postponing the deadline would make sense”

– Postponing the deadline for introducing the ETS2 fee would make sense – said Katarzyna Pe³czyñska-Nałêcz, Minister of Funds and Regional Policy, in an interview with PAP. She explained that the process of preparing for the new fee was progressing too slowly.

– If someone uses central heating or has a heat pump, ETS1 is already included. However, if he has a gas boiler or a coal stove, his heating bills will increase when ETS2 enters into force – said Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, in an interview with PAP on Monday, quoted by the website.

ETS2 fee from 2027. The government wants to change this

The head of this ministry said that postponing the deadline for introducing the ETS2 fee will allow as many people as possible to switch to other forms of heating. In her opinion, postponing the deadline “would make sense because we will have time to complete investments, insulate buildings and the Clean Air program.” Let us remind you that ETS2 is to enter into force in 2027.

– Preparations of consumers and citizens for this fee were very slow, if only because due to the blocking of KPO funds, there were no necessary investments – emphasized Katarzyna Pełczyńska-Nałęcz. She emphasized that the funds from carbon dioxide emission fees remain in the Polish budget and are at the disposal of the Polish state, while the European Union provides Poland with additional funds for this purpose.

What is ETS?

The European Emissions Trading System (ETS) has been in force since 2005. Under the system, companies must purchase CO2 emission allowances, thus taking into account environmental costs. The limits are getting lower every year, which is intended to encourage energy transformation and lead to the achievement of EU climate goals.

According to data from the Ministry of Climate and Environment, in the years 2013-2023 the state budget received PLN 51 billion thanks to the ETS system. The government should allocate these funds to the green transformation.
