– We received an offer and finally negotiated a control mechanism that guarantees the rational use of the money, and we also obtained a guarantee that the Hungarian money will not go to Ukraine – said the Hungarian Prime Minister in a recorded statement. – The negotiations stalled in December last year because we did not receive a solution to two Hungarian problems. We were afraid that the EU funds that Hungary was to receive would sooner or later end up in the hands of Ukraine. We were also worried that we were transferring too many funds to Ukraine without any control, explained Viktor Orban.

According to information from the summit in Brussels, the conditions for providing financial assistance to Ukraine were presented there so that Viktor Orban could at least partially announce his success in his country. Hungary will not be able to block a package of money for Ukraine each year, but the European Commission will investigate whether it is spent as intended.

Many commentators wondered before the summit whether Orbán would be able to unlock another amount of over EUR 20 billion of frozen European funds. However, the position of EU leaders was clear: there will be no derogations from the rule of law procedure. However, it was established that financial sanctions will be imposed in the future according to clearly defined criteria, not political ones.
