Brexit is making itself felt again. On the fourth anniversary of Great Britain’s exit from the European Union, new regulations come into force. Companies talk about bureaucracy, costs and uncertainty.

Owners of British and EU companies talk about uncertainty and additional expenses. In order to transport products such as cheese, milk and many types from Poland to Poland, EU entrepreneurs must now have a new veterinary certificate. The new rules will come into effect at midnight, 11pm UK time on Wednesday. They do not apply to exports to Northern Ireland, which coordinates its regulations to some extent with the European Union.

– We talked to EU entrepreneurs and trade associations. It is clear that there is a lack of understanding of how the new procedures work, warns Marco Forgione, head of the London Institute of Export and International Trade. – What’s worse, we have signals from Poles, Germans and Spaniards that there is a lack of veterinarians who would issue certificates – he said on Polish Radio.

The British postponed the introduction of new rules five times because they were afraid of the impact on their economy. Now the system is moving, and there are many question marks on both sides of the English Channel.

– We must provide a complete set of documents to generate an export certificate and obtain consent from a Polish veterinarian to export the products to Great Britain. We have almost 4 thousand. trucks per year, over a thousand products for which we need to collect appropriate documents – says Dariusz Rusek from Mastermedia, a food exporter.

– Mastering this process, given our scale and number of products, is very complicated – emphasizes the interlocutor of the Radio Information Agency. In many cases, there is simply no room for delay. – Problems begin when we talk about refrigerated goods. Here we cannot lose even a single day, products have a short shelf life – explains Krzysztof Kleinschmidt, Operations Director of Bestfoods. Supply chains are deeply intertwined, and Brexit barriers weaken these intertwines.

The Cold Chain Federation, which brings together traders of food that requires refrigerators and freezers, does not hide its concerns. Tom Southall, the organization’s executive director, told the BBC that small exporters from the European Union may simply decide that the new bureaucracy is too much trouble and may stop sending food to Great Britain. In his opinion, for example, bacon supplies may decrease.

The head of the Institute of Export and International Trade also adds that although the costs of the new bureaucracy will be easier to swallow for large companies, smaller ones may find that continuing to send goods to Edinburgh or Manchester is simply unprofitable. Companies associated in the SPS Certification Working Group, which wrote a letter to the Minister of Agriculture on this matter, talk about a potential “threat to food security”.

According to the government in London, the new system will cost British companies over £300 million a year. When signing the Brexit agreement, Prime Minister Boris Johnson assured that there would be no such non-tariff barriers. The annual value of British imports from the European Union is approximately PLN 260 billion.

Rishi Sunak’s government emphasizes that it is building the most modern border in the world, which will make the difficulties less severe. He adds that he has consulted entrepreneurs on this matter so that the new rules do not cause them any problems. The government emphasizes that the lack of control of EU carriers would give them an advantage over British manufacturers.
