– Great information for Poles and local government officials. Two days of action by the new government and billions of euros will go to every commune in Poland. The first EUR 5 billion, i.e. over PLN 22 billion, is an advance payment that will already be released, and the application for another PLN 30 billion [7 mld euro – przyp. red.] was submitted yesterday, on the government’s second day in office. We waited two years for the contract to be signed and applications submitted. Mr. Morawiecki, aren’t you ashamed? We have been waiting for this money for two years – said MEP Andrzej Halicki in a recording he published on X on Friday.

In a conversation with the MEP, he estimated that EUR 7 billion would go to Poland “after a positive assessment at the beginning of next year, in January.” He also explained that EUR 5 billion is an initial amount that helps launch the entire project. – The remaining amount is for project settlement. We have this amount of EUR 60 billion, (its payment) takes place under certain conditions – said Andrzej Halicki.

Donald Tusk unblocks KPO for Poland? PiS MP: This is not his success

The Prime Minister and the head of the European Commission, Ursula von der Leyen, jointly announced on Friday that the Commission will transfer EUR 5 billion in advance to Poland in December as part of the revised KPO not covered by milestones. The amount of EUR 7 billion (including almost EUR 2.8 billion from the grant part and EUR 4.2 billion from the loan) is to be transferred as part of the first payment application from the KPO.

PiS MP Krzysztof Szczucki said on Friday that the amount of EUR 5 billion had already been approved at the EU Council of Finance Ministers in early December. He added that Poland was then represented by the Minister of Finance, Andrzej Kolorowniak, i.e. a representative of PiS. – In short, this is not a success for Donald Tusk – he said.

The funds from the first application (EUR 7 billion) will be allocated, among others, to: for legal facilitations for companies, increasing innovation and digitization of enterprises, facilitations for medical students, more effective management of the financing of the Maluch Plus program, increasing road safety and the entry into force of the Social Economy Act.

Poland is to receive a total of EUR 59.8 billion from the KPO, including EUR 25.3 billion in grants and EUR 34.5 billion in the form of preferential loans. This money must be spent by Poland by 2026.
