A prisoner, prosecuted for a crime against women, made the decision to make an attempt on his life before allowing himself to be returned behind bars. The family claims that the man, with various health problems, was tortured.
The prisoner, whom his relatives identified as Julio César Pineda Flores, 47, was taken to a health home, where he preferred to end his days before returning to a detention center, reports the Venezuelan Observatory of Prisons.
The unfortunate events were recorded at the facilities of the Antonio María Pineda Central Hospital in Barquisimeto, Lara state, in the west of Venezuela.
What happened
Julio Pineda’s family told the team of the Venezuelan Observatory of Prisons (OVP) that the treatment received by officials and other inmates in the police cell led him to take his own life, because he did not want to return.
“I don’t want to die in the dungeons, They are going to kill me there. don’t let me go back”, the prisoner told his relatives hours before making the fateful decision.
The suicide occurred, by jumping out of a window, on the afternoon of Thursday, February 2, 2023.

Detention and health problems
The Scientific Police of Venezuela (Corpora de Investigaciones Científicas Penales y Criminalísticas), through the sub-delegation of Carora, from the same state of Lara, arrested him and according to the OVP he was deprived of his liberty for four months.
Julio Pineda, his relatives say, was hypertensive and insulin-dependent diabetic.
When he was arrested, “he was evaluated by a forensic doctor who allegedly asked the relatives for $300 to give him a report and thus obtain house arrest. Since the family did not pay, the report was denied”, says the Observatory.
A sister of the prisoner recounts: “By this same doctor, Julio was not treated at the Carora Hospital, so he had to take himself daily in the morning and at night to administer his insulin in a Comprehensive Diagnostic Center (CDI). ”.
Since he was put in after hours, he broke down and it was one of his first hospitalizations, after which they ordered him to be taken at 8:00 am and 8:00 pm,” the relative explained to the OVP.

no humanitarian measure
That was not the only health problem that the prisoner had. He suffered from hypertension and due to covid-19 his lungs had been compromised.
The OVP emphasizes that “Julio César, who was accused of a crime against women, was not accepted in the dungeons by the inmates (…) This situation caused blood pressure to rise.”
When they kept him there (dungeon) the other prisoners forced him to sleep in the bathroom and standing up.
The relatives of the prisoner stated that the solution obtained by the CICPC officials was to leave him in a corridor and “to keep him there, the relatives had to pay 200 dollars.”
This inmate also “suffered pneumonia as a result of covid-19, but his diagnosis was completely ruled out when he was evaluated by a private pulmonologist because there was no specialist in the CDI.”
In addition to this, the relatives tried to request a humanitarian measure, but it was denied on at least two occasions.
Julio Cesar Pineda had two daughters, 15 and 4 years old.

“He was tortured”
The relatives of the prisoner also denounced the team of OVP that so far in 2023 the officials had already asked for more money to keep it in the corridor. On this occasion andThe payment required was $300.but this money was not paid, so the detainee was returned to the cells with at least 17 other prisoners.
On January 16, Julio Pineda “presented severe pain in his chest that extended to his arm and leg, as a result of the torture to which he was being subjected. After doing some tests, they indicated that he was an angina pectoris and its tension was managed with values of 240-110″.
From that day until January 31, he remained in the Pastor Oropeza Hospital in Carora, and while they were there the officials told him “that what he was doing was a lie, that he had nothing and that it was psychological. They also told him that they were going to return him to the dungeon.”
“The pressure was so great that the blood pressure and sugar values rose again, for which reason he had to be referred to the Central Hospital of Barquisimeto,” reports the family.
Julio César felt very sad and depressed, he had stopped eating and was not sleeping, he kept thinking about what would happen if he returned to the dungeons.
The official who was taking care of him that same day in the morning had told him that he had to return “because he was making them spend a lot of money and time taking care of him there.”
In view of the situation that the prisoner was not improving and all his values were getting worse, that morning they went to do a catheterization.

They left him without handcuffs, accuses the family
“I went out to buy the catheter, when I left the official was there and Julio was handcuffed, so I left calm. When I returned, the official was not there, I saw him lying on his side looking out the window, I went out to talk with the doctor who was explaining his situation to me and I heard screams. They said that he had fallen, I thought that from the bed and when I ran he had thrown himself out the window,” said the relative, who at the same time commented that it is the responsibility of the official who was not in the place and that he had also taken the wives.
At 12:30 p.m., the time of the suicide was recorded, which surprised and mourned this Lara family.
The relative, with more questions than answers, says: “I don’t understand, so much so that I told them to take off the handcuffs even if it was to eat and they didn’t do it, he was always handcuffed in bed and that day he casually took them off and he left. They, with everything they told him, made him kill himself.
