The Communist Party of China (CCP) approved a “historic resolution” on Thursday that establishes the absolute leadership of its secretary general and president of the country, Xi Jinping, at the head of the Asian power.

After four days of meeting behind closed doors in Beijing, the more than 300 members of the 19th CPC Central Committee decided to continue to give command to Xi in a proclaimed “new era” of “socialist modernization” that will have to address the challenges faced. face the country.

These include the slowdown in the economy, the outbreaks of the coronavirus -China has practically closed its borders to protect itself from the covid-, social inequalities, the demographic crisis, the continuous friction with the West, especially with the United States, or the worsening of the crisis with Taiwan.

As expected, today’s resolution emphasized Xi’s “central” role and advanced “new ideas and strategies” that pave the way for it to be ratified at the XX Congress next year, already convened and in which, a priori , his continuity in power beyond 2023 will be guaranteed.

Xi seeks to transcend and hence also this new resolution on “the historical experience and main achievements of the Party”, the third of its kind after that of 1945, in which Mao Zedong was enthroned, and that of 1981, with the that the leader Deng Xiaoping formalized the beginning of the reform and opening up period.

On this occasion, the regime has avoided criticizing past mistakes or posing political turns, and mentions the contributions of all the leaders who have led the country since the advent of the People’s Republic in 1949, including Mao, its founder, who is praised for taking “a correct revolutionary path.”

“It was then possible to liberate the people and put an end to a semi-colonial China and a semi-feudal society. And the privileges that the imperialist powers enjoyed in our land ended forever”, something that, moreover, “greatly inspired oppressed nations throughout the world, “according to the text.

For a modern China

The CCP does not skimp on praise for “the progress made” to date, including the reform and opening-up period inaugurated by Deng and followed by Presidents Jiang Zemin and Hu Jintao to “move from a planned economy to a socialist market economy.”

“We are the second largest economy in the world, which shows the tremendous progress of the Chinese nation” towards “the construction of a modern socialist country in all aspects” – one of Xi’s mantras, reads the resolution.

But in addition to throwing flowers, the Party admits that it has to “improve its ability to respond to risks and challenges,” including “an external environment now more complex and serious” than in previous times.

“We must maintain vitality and lead the people to achieve the great dream of rejuvenation of the Chinese nation”, underlines the text, which is committed to “advance in scientific and technological self-sufficiency”, achieve “common prosperity” and “development of high quality “, terminology that has been emphasized in recent months.

A “strong” country

The “prosperous” China that Xi is looking for also has to be “strong” and “assert itself”, in a veiled reference to the fact that the country has to defend itself – with a more assertive foreign policy – from the supposed attacks of the United States to put a stop to it. its development.

Thus, the resolution also highlights that the People’s Liberation Army (PLA) has taken “measures” to “safeguard” Chinese sovereignty “with an indomitable fighting spirit” in a context marked by the year’s border skirmishes with India. past or the tensions in the Taiwan Strait and the South China Sea.

It also refers to “strengthening national security”, referring to Hong Kong, which, according to the text, “has gone from chaos to order” after the protests that hit the city in 2019.

On Taiwan, the CCP reiterates that there is no room for its independence and emphasizes its “opposition to any interference from outside forces.”

China has given almost 85 billion dollars in international loans annually, according to a study carried out by a US university.

The United States could be overshadowed by China after extensive technological and military advance, US authorities worry

Despite recent scuffles with the West, where there are voices that warn that China is closing, the Party believes that the Asian power “has improved its international influence and attractiveness.”

“We must be modest and prudent, work hard and, above all, not be intimidated by any danger,” with the aim of “going forward with unstoppable momentum,” the letter concludes.

The CCP elevates Xi as its strong man and remembers the “successes” and “victories” of its star projects, such as the poverty alleviation programs or the campaign against corruption that it launched after its forceful rise to power ten years ago. . (I)
