This is the fine for not attending as a member of the table in the 2023 elections in Ecuador

On February 5, the 2023 sectional elections will take place at the national level and Ecuadorian citizens will go to vote between 07:00 and 17:00.

On election day, mayors, prefects, councilors, members of rural parish councils and members of the Citizen Participation Council will be elected. In addition, citizens must vote in a referendum proposed by President Guillermo Lasso.

For the elections, 279,244 citizens were selected to integrate the tables of the boards receiving the vote, made up of three main members, three substitute members, a secretary and a table president.

Citizens who have been selected as members of the boards receiving the vote they will face penalties if they do not report for duty that day.

For not complying as a member of the board receiving the vote, a fine of 15% of the SBU ($67.50) will be paid. If the selected citizen did not attend training either, he will pay 10% of the SBU ($45) and if he is not going to vote, the same amount is added ($45).

Rules and sanctions also apply to the citizens who make up the tables. For abandoning functions as a member of the board receiving the vote there will be fines of 10 to 20 basic salaries ($4,500 to $9,000).

Citizens will be able to check if they were appointed members on the cne.gob.ec website or through the CNE App..

The members of the boards receiving the vote are prohibited from:

  • a) Absence unjustifiably from the meeting receiving the vote before having concluded the scrutiny.
  • b) Interfere or impede the normal development of the activities of the servers of the Electoral Function.
  • c) Unjustifiably delay the scrutiny and not sign the relevant electoral documents.
  • d) Induce the vote in favor of certain electoral preference.
  • e) Alter or disappear electoral documents that cause the nullity of the vote and the scrutiny.
  • f) Incur in acts of political and gender violence.
  • g) Intentionally destroying electoral documents.
  • h) Reject the vote of members of the Armed Forces or National Police in active service who carry the identity card, passport or consular identity document and voting credential delivered by the National Electoral Council.
  • i) Carry out any act or omission regarding their duties, attributions, obligations and responsibilities that hinder the normal development of the electoral process.
  • j) Make statements about the electoral results.
