The Peru Prosecutor’s Office has announced the opening of a new investigation into the country’s president, Dina Boluarte, for the death of at least 17 people on Monday in the town of Juliaca, in the south of the Andean nation. “There is already an open investigation of preliminary proceedings corresponding to the events that occurred in December. And today, we are making the decision to open a new tax file,” announced the nation’s attorney general, Patricia Benavides.

In statements from Trujillo, Benavides has asserted that the Public Ministry will not allow “any death to go unpunished” and has valued the opening of these investigations against “the senior officials who are responsible for everything that is happening.”

The Prosecutor’s Office has confirmed that the investigation is for “alleged crimes of genocide, qualified homicide and serious injuries, committed during the demonstrations in the months of December 2022 and January 2023 in the regions of Apurímac, La Libertad, Puno, Junín, Arequipa and Ayacucho”.

Likewise, according to a ministerial statement, the preliminary investigation includes, in addition to Boluarte, the Prime Minister, Alberto Otárola; the Minister of the Interior, Víctor Rojas; Defense Minister Jorge Chávez. Former Prime Minister Pedro Ángulo is also being investigated, as is former Interior Minister César Cervantes, both in office at the beginning of Boluarte’s term.

At least 17 people lost their lives on Monday during clashes with Peruvian security forces in the framework of the protests that the Andean nation has been registering since the removal and detention of former President Pedro Castillo in early December after trying to dissolve Parliament and decree an exceptional government.

Among the main demands of the protesters is the resignation of Boluarte —until then Castillo’s number two— as president of the country and the call for new elections.
