On Tuesday, the media reported that the government is creating a mega-database of data that is to aggregate information from many sources in one place. Information on earnings – from the tax office, on health – which could be derived from the Social Insurance Institution, statistical data – processed by the Central Statistical Office – would be combined.
– With such a large amount of data, I see enormous potential for abuse. There is no guarantee that this database will not be used for purely political purposes, even for political engineering – Wojciech Klicki, lawyer of the Panoptykon Foundation in an interview with “DGP”.
Government: Data cannot be assigned
The Chancellery of the Prime Minister, in response to the Next.gazeta.pl inquiry, explains that the tool that the government is planning to create is not a new database. “The platform does not collect data by itself. For the needs of each analysis, a separate analytical environment is created” – reads the message.
The Chancellery of the Prime Minister also emphasizes that the data that will go to the new platform will be safe. “They will be subject to pseudonymization, which means that none of the people who take part in the analyzes will have access to complete, non-pseudonymised data” – ensure the representatives of the Law Firm.
Personal data processed on the analytical platform will be pseudonymised, which means that they will be processed in such a way that they can no longer be assigned to a specific person […] The data will be pseudonymized before it is combined, so that the analysts will not have any room for abuse
– we read in the announcement.
Government: New mechanisms needed
The prime minister’s office also explained why the new analytical tool must even be created. “Mechanisms should be created that will allow to forecast their consequences on the basis of current and historical data. Responsible state management requires the simultaneous consideration of many interrelated factors. Therefore, it should be based on the most reliable and up-to-date data, with the use of tools enabling the analysis of these interdependencies, and in a way that minimizes the risk of wrong decisions “- reads the release.
As the Chancellery of the Prime Minister explains, these analyzes require solutions that use pseudonymised data in separate research environments.
Pseudo-anonymization is about hiding personal data. Getting to know them is possible, but requires the use of a special code.
