– If we do not respond in time to negative phenomena, new technologies, which always influence democracy, may disrupt democratic institutions – said Dariusz Standerski, deputy minister at the Ministry of Digital Affairs, at the Impact’24 congress. As he announced, an AI supervision committee will be established in a few months. – The time for regulations is now – appealed the president of Agora, Bartosz Hojka.

Artificial intelligence was one of the main topics of the Impact’24 congress, which took place on May 15-16 in PoznaƄ. They discussed not only the development of technology itself, but also its ethical dimension and impact on democracy, media and society.

– If we do not respond in time to negative phenomena, new technologies, which always affect democracy, may disrupt democratic institutions – said Dariusz Standerski, deputy minister at the Ministry of Digital Affairs, at the Impact’24 congress. In his opinion, artificial intelligence should be regulated by law – similarly to television, radio and other traditional media.

Journalist Edwin Bendyk from the Batory Foundation, in turn, assessed that much depends on how artificial intelligence will impact the economy: whether it will perpetuate the current model (and the resulting inequalities) or whether it will support employees. – The question is to what extent in democratic systems we will find the strength to make bold decisions, even to regulate modern capitalism and artificial intelligence – he said.

“AI can improve dangerous manipulations”

During the discussion entitled “Can AI be reconciled with democracy”, threats were discussed from the perspective of the media, technology giants and state institutions. Bartosz Hojka, president of Agora, drew attention to the threat of disinformation and the possibility of influencing election results using new technologies. – We have seen these attempts many times, and artificial intelligence mechanisms can dangerously improve these manipulations – he said. – The quality and condition of democracy depends on the quality of the media. In Poland, they are still in good shape, but not in good enough shape to cope with the rapid development of technology such as artificial intelligence, he said. Marta Popowiedz, director of transatlantic relations at Google, also drew attention to threats coming from other sides, e.g. hostile countries.

During the discussion, the topic of introducing legal regulations regarding AI in Poland also came up. – The time for regulation is now. Our content is queried by artificial intelligence bots 150,000 times. times a day. Today, artificial intelligence, which does not create editorial offices in Poland or employ journalists, uses their work free of charge – said the president of Agora. In his opinion, there is an “urgent” need for a law that will ensure fair competition. Deputy Minister Dariusz Standerski announced that a commission to supervise artificial intelligence will be established in a few months. He will be responsible for, among others: law on artificial intelligence systems that may be used to commit serious crimes, violate workers’ rights or children’s rights.
