The National Broadcasting Council has an idea that the RTV subscription fee should be settled together with PIT, CIT and KRUS contributions, and would also apply to smartphones and computers – . But as it turns out, when it comes to this last idea, there is no need to change the regulations at all.
The Supreme Administrative Court’s judgment. There is also a fee for smartphones and computers
Don’t have a TV or radio at home? Does not matter. We should also pay an RTV subscription for smartphones, tablets and computers. And it doesn’t matter that we don’t watch TV or radio on these devices – it’s enough that we have the opportunity to do so. This was the decision of the Supreme Administrative Court in March last year. “The opinion of the court of first instance was considered to be completely incomprehensible, according to which the provisions of the Act on license fees should mean that persons watching television or listening to the radio using a computer, mobile phone or tablet or other devices not listed in the Act on fees are not obliged to paying the radio and television license fee,” reads a fragment of the judgment. The NSA dealt with the interpretation of the law and the definition of a radio or television receiver. Poczta Polska also refers to the judgment of the Supreme Administrative Court, whose authorized employees have the right to control the obligation to pay the TV license fee. According to Poczta Polska, “users watching TV programs and listening to the radio using a computer, mobile phone, tablet or other multifunctional device are required to register and pay subscription fees” – .
TV subscription
The license fee amount is determined by the National Broadcasting Council for a given year, which means that specific rates apply from January 1:

Poles who pay the RTV license fee in advance for the entire year by January 25, 2024, can count on 10 percent. discount. In addition, there are also benefits for paying fees for the use of a television or television and radio receiver for a period longer than one month until the 25th day of the billing period, which, according to Poczta Polska’s calculations, will result in the RTV subscription fee being as follows:

However, the amount of subscription fees for the use of a radio receiver, taking into account the discount for paying fees for a period longer than one month, will be:
- 2 months PLN 16.90,
- 3 months PLN 25.10,
- 4 months PLN 33.80,
- 5 months PLN 42.00,
- 6 months PLN 49.60,

Those who have not registered a radio or television set, or have registered it but do not pay the license fee, must face penalties. Failure to pay for the RTV license fee and failure to report the TV or radio may result in a fine of 30 times the monthly amount. Who can apply for full fee exemption? These are people who are over 75 or 60 years of age and are entitled to a pension not exceeding half of the average monthly salary. “Poles in the first disability group and veterans who are war or military disabled also do not have to pay the subscription fee,” we read.
