Regulations classify artificial intelligence systems according to the risk they pose to users. Those with unacceptable risks are to be banned. It is about manipulating human behavior, for example voice-activated toys encouraging dangerous behavior or point classification of citizens – based on their behavior, status or personal characteristics. Emotion recognition systems and applications in workplaces and educational institutions are also to be banned. The regulations also include protections and restrictions on the use of biometric identification systems in public places.
Systems deemed high risk will have to meet stringent requirements. This applies, for example, to critical infrastructure and water, gas and electricity supplies, and medical devices. This includes ensuring human supervision. Companies that fail to comply will face fines of 35 million euros or 7 percent of global revenues.
