Attention citizens of Venezuela, Colombia and Haiti: the Government of Canada announces that it expects to receive 11,000 people from these three Latin American and Caribbean countries “through an official initiative framed in the offer of “regular migration routes”, with permanent residence permits and access to temporary work programs.”

This is reported by the Voice of America, a medium that also emphasizes that Canada hopes to provide humanitarian accommodation and job skills advice to these 11,000 citizens in the coming months.

Who is eligible for the program

To qualify for the program, applicants must have family members who are already residents or citizens of Canada, the Canadian government explained in a statement collected by the EFE agency.

“Starting this fall, Colombian, Haitian and Venezuelan foreigners in Central, South America or the Caribbean who have extended family ties in Canada will be eligible for this new pathway.

To qualify, the primary applicant must be a child (regardless of age), grandchild, spouse, domestic partner, parent, grandparent or sibling of a Canadian citizen or permanent resident, explains Marc Miller, Minister of Immigration, Refugees and Citizenship, from. quoted on the official website of the Canadian government.

“To successful applicants,” Miller continues, “They will be offered better services before arrival, including an assessment of vocational skills and referral to an organization offering settlements in the destination community.”

When will the program start in Canada?

Secretary Miller expects this to begin “this fall.” On the Voice of America, they consulted Isabelle Dubois, spokesperson for Immigration, Refugees and Citizenship for the Canadian government, who said the initiative will launch “as soon as possible.”

“An exact date will be announced closer to launch,” he added.

The program will close one year after opening or when 3,500 applications have been approved.

Dubois indicates that “applicants for Canada’s “new pathway” of regular immigration for humanitarian purposes must submit their applications “online” through the Immigration, Refugees and Citizenship Canada (IRCC) portal.

Who completes the application form?

It must be completed by “the main applicant”, i.e. the potential beneficiary, who is of course from Colombia, Venezuela or Haiti.

The applicant may reside in any country in the Caribbean, South America, or Central America, including Mexico, and must be outside Canada and the United States at the time of submitting their application.

Dubois points out to the aforementioned media that “Canada expects that 11,000 foreigners will benefit from an estimated 3,500 approved applications, i.e. it will be possible to include more than one applicant in the online applications of the new humanitarian program.”

When will the Canadian government respond to the request?

The IRCC’s goal is to receive “the majority of the 11,000 Venezuelans, Colombians and Haitians who will benefit from this new immigration program “by March 31, 2024.”

Online requests will be processed by Canada “in the order in which they are received,” the IRCC spokesperson said.

More benefits

Recipients of the new immigration program will, as Miller anticipated, “have access to settlement ‘support’ in their destination communities in Canada, thanks to IRCC’s partnership with service provider organizations.”

Language assessments and training are offered to develop skills for life and work in Canada, as well as job placement services to prepare for the workplace and connect with employers, the Voice of America explains.

The government has promised: “More detailed information will be available closer to the launch of the new road.”

At the beginning of the year, EFE recalls, Canada announced that it would receive 15,000 immigrants from the Americas for humanitarian reasons to “help respond to the forced displacement” of the population and as an alternative to irregular migration.
