“A new amendment may be proposed by a two-thirds majority of both Houses of Congress, or, at the request of two-thirds of the States, by a convention convened for the purpose. This requires a large majority of votes in both the House and the Senate,” explains Univisión.
If there is such a consensus, “the amendment must be ratified by three-quarters of the state legislatures, or three-quarters of the conventions called for ratification in each state.”
