George Floydan African-American man who passed away in May 2020, suffocated during an arrest in the city of Minneapolisin Minnesota, remains one of the largest references in the victims of police brutality in the United States.

According to a police report, the Minneapolis Police Department continued to use excessive force and engage in racial profiling in the three years since Floyd’s murder.

Law enforcement in this northern US city “often use excessive force”, including deadly force, and “unlawfully discriminate against Blacks and Native Americans”the Ministry of Justice noted in a damning report on the investigation.

“In honor of the police and the rulers of the city, significant changes have been madeabout the police, but “there is still work to be done,” Justice Department chief Merrick Garland stated at a press conference, presenting 28 recommendations on the matter.

The local authorities and those of the federal judiciary will now discuss an agreement on the reforms to be implemented in the police institution, the implementation of which will be subject to the supervision of a court.

On May 25, 2020, a white Minneapolis police officer, Derek Chauvin, Floyd, a 46-year-old black man, suffocated by kneeling on his neck for nine minutes during a street arrest procedure. His agony, filmed on a cell phone by a passerby and posted online, sparked major protests across the country.

Almost a year later, the Ministry of Justice had launched an official investigation to determine whether, beyond individual events, there were systemic problems in the police departments of this city of 425,000, one of the most unequal in the United States.

For two years, researchers dug into reports of police incidents between 2016 and August 2022, they analyzed the images from the officers’ cameras and listened to thousands of witnesses. And their conclusions are final.

“Many officers do their difficult jobs with professionalism, courage and respect. Anyway, our investigation has concluded that systemic issues may have enabled what happened to George Floyd.”, indicates the introduction of the report.

“For years, the Minneapolis Police Department has used dangerous weapons and techniques against people who have committed only minor crimes or no crimes at all,” the officials said.
