, also known as RCB, has been operating since 2007, reporting directly to the prime minister. The aim of the institution is to efficiently warn citizens by sending messages, but also to educate in the field of security or counteract disinformation. According to the government, however, this system has become somewhat outdated and does not sufficiently fulfill the tasks entrusted to it. This is to be remedied by a new draft of the act on civil protection and the state of natural disaster, the main assumptions of which have appeared in the pages of .
RCB Alerts are coming to an end. Who will be responsible for warning Poles?
The main assumption of the project is the complete liquidation of RCB and the distribution of its current responsibilities among other entities. A new unit called the 24-hour state duty service would be established at the side of the head of the Ministry of Interior and Administration, in order to take over the organization and operation of the National Warning and Alarm System. The content of the alert would be decided by the Minister of the Interior and Administration. The critical incidents team will be handed over to the Ministry of Digitization. In turn, by cooperating with the Ministry of the Interior and Administration, he would ensure the proper functioning of the system for warning and alerting the population about air strikes.
The era of SMS alerts is over. The system for alerting civilians about threats will undergo renovation
The changes will also cover the very form in which alerts are delivered to recipients. So far, the usual SMS route has been used, but now it is to be replaced by an option with cellular broadcasting, called the cell broadcast service. It makes it possible to send messages resembling text messages to network subscribers within the range of one BTS base station. This form of communication is supposed to be more effective, to better cope with the lack of coverage or the used data transfer package at the recipient. Another advantage of the service is its speed. It is estimated that the implementation of the system would take a year from the entry into force of the law introducing it.
