From this Monday, the district of Santiago de Surco, of Metropolitan Lima, prohibits the use of windshield wipers on the street and for this reason a fine has been imposed that will also affect whoever has it carried out in his vehicle.
The decision was taken after the murder of a driver who had refused to have his windscreen cleaned. Therefore, a foreign citizen who carried out the action at an intersection stabbed him in the chest with a pair of scissors.
The foreigner fled the place but managed to be captured hours later. While the 30-year-old driver was taken to a health center where his death was confirmed.
It is believed that the cleaner would belong to a band called Los Coreanos that would also work in other countries such as Chile, Ecuador and Colombia.
Mayor Carlos Bruce issued the decree on Saturday establishing a fine of 1,732.50 Peruvian soles ($463.65) for anyone who conducts commercial activities without municipal permission.
A fine will also be imposed on the driver who allows it, he will have to pay $131.57.
