The Social Insurance Institution is planning to establish an external company that will employ IT specialists for market rates, reports “Puls Biznesu”. This is to help maintain and develop key IT systems and create a new tool – the successor to the Comprehensive Information System (KSI).
We are considering appointing an external entity. In my opinion, this is the only way to create secure IT in ZUS. Annually, nearly PLN 0.5 trillion flows through our IT systems – approximately 19 percent. GDP
– explains in an interview with “PB” Włodzimierz Owczarczyk, member of the board of the Social Insurance Institution supervising the Systems Operations and Exploitation Division
ZUS wants to have an IT company. The company is to be an external entity
According to “Puls Biznesu”, ZUS is one of the institutions spending the most on IT. About 1.2 thousand people work in the operations and operation of systems and the IT Center department. people, mainly administrators and people supporting process maintenance. When developing the application, ZUS mainly uses the services of external contractors.
However, the wage pressure on the IT market makes it difficult for ZUS to compete for professionals. Therefore, he is considering creating a company that will be able to offer better working conditions and remuneration. ZUS wants to draw on the experience of other state institutions that have such IT companies, e.g. the Ministry of Finance or the Agency for Restructuring and Modernization of Agriculture.
A new Social Security system is coming. It is supposed to be safer and more effective
The entity is not only supposed to maintain the existing systems, but also to work on their modernization or replacement. This is especially true for KSI – the main system of ZUS, which serves over 40 million customers. The current version of KSI has been operating for 25 years. Among other things, this is to make it more vulnerable to failures and hacker attacks, as well as problems with the development of new functionalities.
Therefore, ZUS is preparing to build KSI 2.0 – a new central system based on modern technological solutions. The very choice of the method of working on the code may turn out to be a confession.
The computerization of the Social Insurance Institution began in the 1990s and continues to this day. One of the key elements of the computerization of ZUS is the Comprehensive Information System (KSI), which was designed and built by a consortium of companies led by Asseco Poland.
The system is the IT heart of the Plant. Thanks to KSI, ZUS can provide faster and easier access to information and services for its clients as well as better management. It enables electronic data exchange between ZUS and other entities related to the social insurance system, such as employers, insured persons, pension authorities or tax offices. KSI also provides access to information on the rights and obligations of the insured as well as the amount of benefits and contributions.
