On the downdetector.pl portal, you can see a clear and very rapid increase in reports just after 11.00. From almost zero, the number of applications increased to 720 within half an hour.

Users who wanted to post from a computer received a message that “Your daily Tweet limit has been reached.” However, those who did so from their mobile phones received a message that read “Tweet not sent” followed by “Sorry we were unable to send your tweet. Would you like to try again or save this tweet as a draft?”
In fact, no daily post limit has been exceeded, which is 2,400 per day.
