Deputies of the State Council of Tatarstan adopted a new version of the amendments to the constitution of the republic on changing the name of the highest official of the region from the president to “the head – the raisa of the Republic of Tatarstan.” According to this wording, the amendments come into force immediately after their adoption, without taking into account the expiration of the term of office of the current head of Tatarstan.
The draft law on amendments to the constitution of Tatarstan, proposing to change the name of the highest official of Tatarstan to “the head – the rais of the Republic of Tatarstan”, was adopted by the parliament of the republic on December 23, 2022. The bill contained transitional provisions, according to which the new name would apply only to the newly elected top official of Tatarstan. The current president of the republic was planned to be called president until the end of his term of office (until 2025).
Nevertheless, after additional consultations, it was decided to abandon the transition period, Albert Khabibullin, chairman of the State Council Committee on State Building and Local Self-Government, said at a parliamentary meeting.
In general, changes are made to six sections, including 60 articles of the constitution of the republic. In addition, the draft law introduces two new articles, and it is proposed to recognize 25 norms of the republic’s constitution as invalid. The deputies of the parliament by a majority of votes adopted a new version of the amendments to the basic law of the republic.
