How the government plans to introduce changes that will refresh the current telecommunications law. Numbering trifle three thousand. of parties, the bill has already been passed the first reading in the Sejm. This is part of the requirements of the Directive of the European Parliament and of the Council of 2011 on the European Electronic Communications Code, which was to be introduced in Poland in December 2020.
There will be changes for telecom customers. Not all beneficial
A change that will be beneficial for customers will be imposing an obligation on operators to return funds remaining on a pre-paid account before the account expires or when the number is ported to another network. What’s more, the customer will have up to six months to submit an appropriate request for a refund, but the regulations allow the introduction of a fee (proportional to the amount) for such an operation, writes “Rz”.
The regulations are also intended to make it more difficult for operators to introduce changes to contracts and add any additional paid services to the bill (only with the customer’s consent). Telecoms will have to provide customers with four thresholds (PLN 0, PLN 35, PLN 70 and PLN 100), after which the service will be deactivated.
There will also be a change that customers may not like. The idea is to impose on providers of “number-free interpersonal communication services” (including messengers or e-mail) an obligation to store data from applications for a year. It is not entirely clear what data is to be stored, but – as “Rzeczpospolita” writes – this implies the possibility of access to this data by the services at that time.
