Zhulin considered that it was necessary to appeal the decision of the International Skating Union (ISU) to the Court of Arbitration for Sport (CAS), as this would give the athletes motivation.
On March 16, Nikolai Valuev, former world boxing champion and now State Duma deputy, suggested that Russian federations appeal against the suspensions to CAS. He also called the possibility of changing sports citizenship by Russians unlikely.
On March 1, the ISU banned Russians from participating in competitions under its auspices. The organization explained that the decision was made on the basis of the recommendations of the International Olympic Committee. The ban affected skaters, skaters and short track skaters.
