The Ministry of Sports includes athletes in the incentive plan from their training stage and sets financial prizes for Olympic medals.
The Ministry of Sports (Mindeporte) presented what will be the new High Performance Plan (PAR) that seeks to strengthen the presence of Ecuador in the next Paris 2024 Olympic Games Y Los Angeles 2028.
The new PAR comes into effect in 2022 and according to the Ministry of Sport, it puts at the center of it the athlete as a human being and not as a machine to produce medals.
The project named Support for High Performance Sports ended 2021 with 342 beneficiary athletes: 297 from conventional sports and 45 athletes with disabilities; By 2022, the PAR will host 429 and will gradually increase until, in 2025, that number exceeds 500, according to the state entity.
For the period 2022 to 2025, the PAR is made up of four pillars: 1. Generational renewal; 2. Comprehensive development of the athlete; 3. High performance ecosystem; and, 4. Stimuli for the athlete.
One of the strategies promoted by the Ministry of Sports is the Tax Incentive for Sports, which is a fiscal mechanism that seeks to promote economic contribution by the private sector.
Economic recognition
The Ministry of Sports will deliver a monthly stimulus per category, which will be: podium, $ 3.187,50; elite, $ 2.656,25; high level, $ 2.231,25; advanced, $ 1.275,00; ascent, $ 850,00; improvement, $ 425,00; projection, $ 212,50; disengagement, $ 425,00.
Athletes who obtain a medal in Olympic or Paralympic Games in official sports, not exhibition sports: the gold medal will receive $ 100,000; silver, $ 80,000; and bronze, $ 60,000.
The promotions of athletes will be identified monthly according to the official results. Promotions will be automatic and will not require a request or requirement from the athlete, as was the case before. If an athlete who is not part of the PAR achieves an eligible result to enter one of the established categories, the month following the achievement he will be included in the plan. Annually, the performance of each athlete will be evaluated.
The permanence of athletes in the PAR is guaranteed for at least one year, but if within that year they incur one or more of the causes detailed below, they will be definitively and immediately excluded:
1. Not being affiliated and up to date with the monthly contribution to the IESS, for two consecutive months, for athletes of legal age, who receive the monthly incentive.
2. Non-compliance for more than three months, of at least 85% of his training schedule, without due justification.
3. Failure to present justifications for the resources assigned directly to the athlete for their preparation and competition, within the terms established by the Ecuadorian Federation for Sport or the Ecuadorian Paralympic Committee, as appropriate.
4. Absence to planned training sessions and concentrates, called by the Ecuadorian Federation for Sports, COE or Ecuadorian Paralympic Committee, as appropriate, for more than three occasions.
5. Unfavorable disciplinary ruling issued by the disciplinary body of the national sports federation or due to disability, when serious or very serious infractions are committed, or infractions of the anti-doping rules in accordance with the current World Anti-Doping Code.
6. Executed criminal sentence.
7. Not returning to the country after participating in an international sporting event, Except in cases of force majeure duly justified.
8. Demonstrate a permanent and noticeable decrease in your performance curve in the different sporting events in which you participate.
9. By written request of the athlete. Exclusion decisions will fall on the Strategic Council for Continuous High Performance Monitoring – CEMCAR.
Athletes who are part of the High Performance Plan must comply, among other aspects, with the following:
* Develop and fully comply with the training plan in accordance with the goals and objectives defined in the Strategic Planning, participate in official events and the Olympic cycle convened by the COCE, Paralympic Committee or Ecuadorian Federation for sport.
* Maintain good conduct on and off the stage, nationally and internationally.
* Know and comply with anti-doping policies, regulations and rules; In this context, provide the necessary facilities and remain available to carry out the controls required by the competent authority inside and outside of competition.
* Respect and accept the administrative, technical and medical procedures established for the proper development of the Plan.
* Participate in events organized and / or called by the Ministry of Sports, sports organizations and any other governmental entity that require your participation.
* Respect the rules of sports discipline set forth in the World Anti-Doping Code, the Law on Sports, Physical Education and Recreation, in the Regulations Substituting the General Regulations of the Law on Sports, Physical Education and Recreation, in the discipline codes of organizations sports; and other regulations in force on the matter.
* Attend all calls related to the High Performance Project requested by the Ministry of Sports. In the event of a force majeure event, the athlete may justify his absence from this state portfolio.
* Comply with the medical recommendations of the high performance applied sciences team, the Directorate of Medicine, Applied Sciences and Fair Play of the Ministry of Sports, the COE and the Ecuadorian Paralympic Committee and the respective Ecuadorian federations, as appropriate. (D)
