The Federation Council at its final meeting approved the draft law on the introduction of Fan ID. RIA Novosti reports. Now the document must be signed by the President of Russia.
The law will come into force on June 1, 2022. Officially, the FAN ID will be called the personalized card for attending a sporting event. It will allow the identification of all persons involved in the conduct of the tournament in order to ensure safety and public order.
It will be possible to issue a document on the State Services portal. Fan IDs will reflect the history of their owners’ actions in the competition. Fans may be refused to issue a document if they previously violated public order at a sporting event, including abroad, or intended to commit illegal actions. It will be possible to appeal against the refusal to issue a Fan ID or the decision to suspend its validity in court.
The list of sporting events requiring a FAN ID will be determined by the government, taking into account the specifics of the sport and the level of the tournament. Tickets for such competitions will be sold with a valid Fan ID, which will also need to be presented at the entrance.
Fan ID was first tested in Russia at the 2018 FIFA World Cup. To enter the matches and fan zones, each fan had to have a personalized spectator card. Its owners were provided with benefits, including free travel on public transport. Foreigners who received a Fan ID were allowed to enter Russia without a visa.
