The final started 37 minutes late due to the chaos at the entrance to the Stade de France, which generated outrage in England, Spain and also in France due to the failures in the security scheme.
The independent report exempted Liverpool fans from blame, who were initially accused by UEFA of having arrived late at the stadium and by the French Interior Minister, Gerald Darmanin, of having tried to enter with fake tickets.
“Both parties accepted the terms of the agreement (…) without any recognition of responsibility”, explained UEFA, showing itself “happy to have found a common position that, we hope, allows fans to turn the page”.
