Earlier on August 24, the International Football Federation (FIFA) opened a disciplinary case against Rubiales due to an incident at the tournament. The organization stressed that they are committed to respecting the integrity of all people and strongly condemn any action that contradicts this.
At the awards ceremony, Rubiales put a medal on Spanish captain Heniver Hermoso and kissed the player on the lips. This drew criticism from the media and Spanish politicians. After the scandal, Rubiales apologized and stated that he did it without malicious intent.
