The IOC considered that they had found a middle ground in the issue of allowing athletes to compete. “In Russia, even before the publication of the recommendations of the IOC, they were called “US agents”. Representatives of Ukraine considered the recommendations of the IOC unacceptable, and the IOC was portrayed as “supporting the Russians,” noted the negative reaction from both sides in the organization and called both positions diametrically opposed to the mission of the IOC and the Olympic Charter.
“The IOC is here to support athletes around the world in achieving their Olympic dream,” the statement emphasized and explained that the Olympic Movement is firmly committed to its values of uniting the world in competition.
On March 28, the IOC recommended that Belarusians and Russians who did not support the special operation in Ukraine be allowed to compete in a neutral status. At the same time, it is recommended that athletes from Russia and Belarus associated with the Armed Forces or security agencies of their countries be suspended from participating in starts.
At the end of February 2022, most sports organizations suspended Russians and Belarusians from tournaments on the recommendation of the IOC.
