The draft law on the introduction in Russia of a fan ID (Fan ID) required for attending sporting events was adopted by the State Duma in the first reading. RIA Novosti reports.
The bill assigns to the government of the country the definition of events in the field of sports, which can be attended only on condition of mandatory identification of spectators. The initiative is driven by security considerations.
On November 8, Dmitry Svishchev, chairman of the State Duma Committee on Physical Culture and Sports, said that by the second reading, specialized departments and sports leagues would amend the bill. He also stressed that the wishes of fans and professional clubs will be taken into account.
Fan ID was first tested at the 2018 World Cup in Russia. To enter football matches and fan zones, each fan had to have a personalized spectator card. Its owners were provided with benefits, including free travel on public transport. Foreigners who received a Fan ID were allowed to enter Russia without a visa.
