Salinas maintained that with the new command they will forge ambitious and forceful goals, among them: support for Isspol for the recovery of capital that was “vilely” diverted by “ambitious wretches”, improve the work environment in police units, early graduation of 700 police officers to provide their service in conflict zones, an increase of 30,000 new police officers, updating the institutional strengthening and modernization plan with a budget of $1,200 million that will serve for renovation, logistics, technology and infrastructure.
In addition, that the Police University can start its activities, for which he asked the National Assembly for support; design and present the proposal for a new disciplinary regulation and strengthen international cooperation.
This is a difficult challenge, but with the guidelines and government investment, the prestige of the Police will be strengthened, he said when addressing Minister Carrillo.

The Secretary of State mentioned that the new police command is prepared to manage crises and asked not only to try to understand the human behavior of criminals, but also to decipher the police mind to achieve higher levels of motivation and high performance.
“His designation is not accidental, it is not a lottery, it is a winning bet. We need to reassess the strategies in the face of the criminal phenomenon, in the face of violence,” said Carrillo.
The minister added that the police command assumes its task in the midst of a “storm of needs and criticism about the inefficiency of the control institutions.”

Salinas has a specialization in Senior Management and Security Administration, Diploma in Senior Management, Diploma in Citizen Security, Planning.
He was general director of Citizen Security and Public Order, commander of the Metropolitan District of Quito, undersecretary of Police, among other positions.
Manuel Íñiguez is the deputy general commander of the Police.
