With the appointment of Assemblyman Pedro Zapata (PSC) as president of the multiparty commission, the investigative work against Guadalupe Llori (PK), president of the National Assembly, accused of an alleged breach of duties, began on April 28.
After the designation of the authorities of the occasional commission, the legislators will meet again this Friday, April 29, to define the work schedule.
The table had complications to meet, since a specific space was not assigned for the sessions and it had to improvise its session in the Citizen Participation commission; In addition, half an hour before his self-convocation, the Parliament building was evacuated due to a bomb threat.
The legislators who were members of the commission remained inside the building and managed to settle in, while the emergency alarms sounded. Not even the noise that was heard throughout the session prevented the appointment of the two authorities of the occasional table.

The commission will initiate the processing of the complaint filed by Assemblyman Esteban Torres (PSC), who accuses the president of Parliament of failing to fulfill functions by not giving way to an appeal request to the presidency in session 766, and not having reinstated within of the 30 days the sessions 766 and 759, as determined by the regulations that govern the Assembly.
The government sector, through legislator Juan Fernando Flores, once again questioned the integration of the multi-party commission, in which it has no representation. He also said that it is a shame that the table is made up of a legislator who, through political agreements, wants to preside over the commission and does not know “where she is standing”, with respect to what the plenary session of Parliament resolved. Flores indicated that the investigation process will be directed exclusively to Guadalupe Llori.
The Democratic Left, through its block leader, Marlon Cadena, also questioned the appointment of Lucía Placencia, as a delegate of that group before the commission.
The members of the commission questioned the attempt to block the installation of the session with a warning of a bomb threat in the facilities of the Legislative Palace that forced the evacuation of officials and assembly members.
The commission met with its five members: Pamela Aguirre (UNES), Peter Calo (PK-R), Pedro Zapata (PSC), Lucía Placencia (ID) and John Vinueza (EU).
Vinueza proposed a change to the agenda so that the resolution of April 11 of the Council of Legislative Administration (CAL) is known, but no step was taken because in the installation session, according to the regulations, the authorities are designated .
Aguirre was in charge of motioning Zapata, who obtained the unanimous support of its members.
Assemblyman Calo then moved for Aguirre’s candidacy as vice president of the commission. In a first call she obtained four votes in favor; reconsideration of the vote was then raised and denied.
The commission will meet again this Friday, April 29, in the afternoon, to approve the work schedule. The president of the table commented that the parties involved in the process will be notified immediately, that is, legislator Esteban Torres, who filed the complaint, and Guadalupe Llori.
Zapata said that he will guarantee work in accordance with the law and impartial, always being objective, taking into account that it will be the first case in which an authority will be subjected to an investigation with the new organic law of the Legislative Function, in force since 2021.
The table only has the mandate to investigate Llori, not the rest of the CAL members, as had been proposed in the previous political negotiations. The deadline for them to deliver their report is 35 days. (I)
