The political groups that oppose Guadalupe Llori continuing as president of the National Assembly will again try to change the order of the day to integrate the multi-party commission that would be in charge of processing the complaint filed against her for alleged breach of duties.

The president of the legislature convened a new session no. 772, with ten points on the agenda, when two months have passed since political sectors opposed to Llori’s administration intend to create a commission to evaluate his management.

In that session, the Union for Hope (UNES) and the Christian Social Party (PSC) blocs, as anticipated, will propose the inclusion for debate of a resolution that accepts the resolution of the Legislative Administration Council (CAL) on September 11. April, when he qualified the complaint filed against Llori by legislator Esteban Torres. On April 14, the Court of Criminal Guarantees granted the president of the legislature precautionary measures to prevent a change in the agenda from being processed in plenary to integrate a multi-party commission to be evaluated, taking advantage of the criteria of the State Attorney that there must first be a complaint that would have to be qualified by the CAL, before integrating the commission.

According to the PSC legislator Esteban Torres, the pronouncement of the Ombudsman’s Office is clear that the precautionary measures were fulfilled, therefore, in the session of this April 26 there would be no legal obstacle to integrate the multiparty commission, but he hopes that Guadalupe Llori does not suspend the session again.

Torres affirmed that regarding the last judicial action presented by Llori, regarding the protection action for the CAL session of April 11, where his complaint was qualified, he was notified to appear on Wednesday, April 27 at 2:30 p.m., as an actor. adjuvant.

The complaint filed by Torres Cobo, for breach of duties, is related to events raised in previous sessions such as not giving way to the appeal of the presidency of the Assembly and also for failing to comply with the organic law of the Legislative Function by not observing the deadlines to process suspended plenary sessions.

The protection action filed by Llori was against the assembly members of the CAL: Virgilio Saquicela (formerly of the BAN), Darwin Pereira (formerly PK), Ronny Aleaga (UNES), Johanna Moreira (formerly ID) and Yeseña Guamaní (ID). , and requested that the effects of the CAL resolution of April 11, which qualified the complaint against him, be suspended. The legal attorney of the National Assembly, Santiago Salazar, commented that from the legal point of view the legislators cannot integrate the multiparty commission this Tuesday as announced, because the precautionary measures ordered by the Court of Criminal Guarantees are in force and provide that the plenary session cannot deal with, know and resolve the formation of the commission ad hoc to investigate the authorities of the legislature.

He said that the reason why the president of the legislature did not include the formation of the multiparty commission on the agenda for this Tuesday, April 26, is because she considers it illegal.

Legislator Ronny Aleaga (UNES) stated that this Tuesday the situation of the president of the Assembly should be defined and that they consider that there should be a comprehensive restructuring of the Legislative Function starting with the president of Parliament.

That his bench is in favor of restructuring the CAL and then carrying out an evaluation of the permanent legislative commissions, because he considers that some do not work and do not produce reports for the knowledge of the plenary, such as the health, labor and education commissions, among others. others. The restructuring of the authorities and commissions is possible, he noted.
