Nine days have passed since the computer attack reported by the Municipality of Quito that affected 18% of its database and suspended all online procedures.

In response, they have enabled the service balconies of the zonal administrations, as well as the mega service balcony in the Bicentennial Park. However, in these places the procedures are received, which will be entered into the system once the system is completely rehabilitated.

According to Mayor Santiago Guarderas, the Information Technology Department requested a period of no less than ten days to resume all municipal systems.

The mayor stressed that in November a backup of the information was created that has allowed channels such as mail and Sitra (internal communication system) to be released little by little. However, he reported that they cannot immediately reactivate the entire computer system, since the infected virus would have the ability to reactivate itself.

Meanwhile, the entrance to the web pages of the Municipality for consultation of values ​​and property payments, as well as the official page of the council are out of service.

“Windows were set up to receive the information and to dispatch the procedures to the extent that we can comply with the activity, but the regulations of the Administrative Organic Code have also been used, for example, suspending deadlines so that users are not harmed” said the mayor.

In addition, given the presumption that the attack was directed from Canada, he pointed out that the hack could have been carried out physically within the country, but with connections or virtual routes from abroad.

The Municipality also informed, through a bulletin, the entry of a formal complaint before the Prosecutor’s Office, in order to find the authors of this cyber attack and as a measure to take greater security of digital information.

Guarderas emphasized that this type of attack has not only received the Municipality of Quito, but has also affected several nations in the Americas. “Here in the country the Democratic Left (ID) realized that their networks have also been hacked,” he added. (I)
