Eight months after the announcement that La Roca was going to be repowered, the work to reinforce this maximum security prison continues. The compound already has its first five inmates who were transferred from the Turi prison.
The inmates arrived from Cuenca on Monday night and would be responsible for the latest massacre in which 20 inmates died in Turi, six of them decapitated.

At a press conference, Pablo Ramírez, current director of the National Service for Prisoners of Liberty (SNAI), explained that $2,000,000 are being invested to set up 189 places in total, where the leaders of criminal organizations would be transferred in the case of new riots and murders in the prison system.
Ramírez clarified that there will be no new transfers to La Roca until an intelligence analysis is done, unless there are new excesses.
There is currently a police and Armed Forces presence around the compound to guarantee security there, where 19 dangerous inmates escaped in 2013, including Jorge Luis Zambrano, alias scratchyleader of the band Los Choneros.
In addition, they indicated that the special regime to which the inmates of La Roca will be subjected does not imply not having visits, but that how this will be done is still being analyzed. For now, the inmates are separated and can go out to the patio one hour a day.
A yard schedule and a cell schedule will be established.
The director said that a few weeks ago an inspection was carried out with a density scanner to detect if there is any heated weapons on the walls of La Roca.
“We are carrying out greater implementation and we are incorporating technology so that the sector can be inhibited (avoid telephone calls),” Ramírez explained about the area in which this prison is located, where there is a cell phone signal until this Thursday.

Pablo Ramírez indicated that this year there have been a total of 83 transfers between detention centers precisely to avoid murders, and that last year there were 2,000.
“It is done after an Intelligence report to avoid violent deaths in the centers that come from. These developments are notified by center directors. In 24 hours, it is prosecuted, the prison security judges are notified and the prison is changed, ”explained the official.
Pardons to reduce overcrowding
After a presidential decree was signed last year, 355 people have been pardoned to date, said the director of the SNAI, although he clarified that the beneficiaries of this measure to reduce overcrowding had already served 40% of the sentence, who were convicted under the previous Criminal Code, and 60% of those sentenced under the current Comprehensive Organic Criminal Code (COIP), that is, they could already benefit from pre-release.

“Procedures have been accelerated so that they can be released… Within this plan, more than 1,800 people would benefit and zero overcrowding is expected to be achieved until December,” the official said.
For now there are 33,800 people deprived of liberty nationwide and 14.20% of overcrowding.
