The president of the Provincial Court of Guayas, María Fabiola Gallardo, insisted on the National Service for Comprehensive Care for Adults Deprived of Liberty and Adolescent Offenders (SNAI), the entity in charge of the prison system, on the inconveniences related to the deficiencies presented in the telematic connection of inmates during their court hearings.
To do this, on the afternoon of this Monday, March 21, the Provincial Court of Guayas released two letters sent by the president of that entity to the principal of the SNAI, Pablo Ramírez.
In a first letter, dated February 22, the president requires the collaboration of the SNAI to manage solutions and prevent judicial processes from continuing to be delayed due to the increase in failed hearings in criminal matters, which include causes of knowledge of judges. of the first level, Courts of Guarantees and Criminal Chambers, “due to inconveniences related to deficiencies in the telematic connection of persons deprived of liberty (PPL), which are attributed to the Rehabilitation Center and responsibility of the National Comprehensive Care Service to Adult Persons Deprived of Liberty”.
In a second letter, dated March 21, the same president of the Court of Guayas reiterated her request for collaboration to prevent further delays in judicial proceedings for the same reasons.
“The only explanation for high-powered weapons in prisons is that the chain of control is failing,” says Stuardo Ralón, commissioner of the IACHR

In said letter, the official said that so far she has not received a response from the entity directed by Pablo Ramírez regarding the issue. In turn, for now, the SNAI has not ruled on this case.
Last February, the members of the Commission for the Pacification of the Penitentiary System, created by executive decree based on the violent acts recorded in the prisons, presented the first proposals for intervention in the country’s prisons.
The group made up of national and international specialists raised the classification of inmates, provision of health services, mental and psychological care, improvements in basic services, resocialization with education, self-sustaining projects and that inmates dedicate themselves to trades.
Also, this month, the Inter-American Commission on Human Rights (IACHR) issued a 101-page report in which it points out the deficiencies of the prison system.
A group of commissioners was in several prisons in the country, including those in Guayaquil, last December.
Among the shortcomings, they considered that there is a lack of effective control by the State in prisons, self-government systems, corruption and insufficient security personnel. (I)
