The 235th garrison military court sent the head of the 101st department, an employee of the secret military enterprise of the Federal State Unitary Enterprise “18 Central Research Institute” of the Russian Ministry of Defense, Maxim Charovsky, under house arrest. The lieutenant colonel, along with two other defendants, is accused of fraud while working on the Elektra special project, Kommersant reports.
The case of Lieutenant Colonel Maxim Charovsky, his colleague Alexei Nuzhnenko and General Director of UVS Avia LLC Vladimir Aghamalyan is being investigated under the article on fraud on an especially large scale.
According to the investigation, in April 2018, Charovsky and Nuzhnenko lobbied for the conclusion of contracts with Aghamalyan’s company for the implementation of an integral part of the development work of Elektra-OB “in order to create technological and design documents, manufacture a prototype, conduct tests and mass production of products” . More than 5.3 million rubles were paid to civilians for participation in secret developments.
However, according to the FSB and the TFR, all the work stipulated by the contract, the FSUE employees could do on their own, and the money allocated to the partners was stolen and used at their discretion.
The court decided that there were no grounds for placing the military in a pre-trial detention center and placed them under house arrest.
