The government of the Russian Federation intends to optimize and redistribute federal budget expenditures in 2022, RBC reports with reference to the order of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko. Excerpts from this document were published by Telegram channels, their authenticity was confirmed to the agency by a source in the Cabinet of Ministers.
According to the document, the changes will primarily affect costs, the implementation of which “in the current conditions seems impossible or inappropriate.” Such expenses should be optimized by at least 10% of the total spending. At the same time, certain payments from the budget to the population, such as military pensions, benefits for the disabled and veterans, etc., are protected from reduction.
At the same time, executive authorities should propose what federal budget spending should be increased to “overcome sanctions pressure.” The increase should not exceed 10% of the foreseen expenses. As noted, if there are no proposals or they affect a smaller amount of funds than 10%, then Finance Minister Anton Siluanov himself will propose a redistribution for departments by March 17.
The press service of the Ministry of Finance confirmed to the agency that the issue of redistribution of budget allocations is being discussed “as part of developing measures to overcome the current situation.”
On February 24, Russian President Vladimir Putin made an emergency appeal to the Russians and announced a special military operation in the Donbass. In his speech, he stated that “circumstances require decisive action from Russia” and stressed that “Russia will not allow Ukraine to have nuclear weapons.” In response to Russia’s actions, Western countries (USA, Canada, EU, UK, Japan) announced new, tougher sanctions against the Russian Federation, including financial and economic ones.
