“Let us leave it in the Constitution, for now that it is in the Constitution,” replied the president in an interview with Efe, on whether he still considers among his options the tool to dissolve the National Assembly (Parliament) in the event that his reform projects do not advance.

The Government planned to deliver its first fragmented project to the Assembly this Thursday, which was the “Creating Opportunities” Law, blocked by the Legislative Administration Council, and which deals with “fiscal stability.”

“We will send the fiscal stability law this afternoon. In accordance with the constitutional process, as it is an urgent law, its processing will take around 30 days, and depending on the results, with the veto, it will take 15 additional days. In total 45 days, “he explained.

With this, the president accepted the position of the Legislature not to send the entire package, but to do it in phases: the first, the labor law will follow and, later, the investment law.

Regarding the second, he revealed that “he has instructed the Minister of Labor, Patricio Donoso, to promote debate and discussion in public opinion before sending it to the Assembly”, in order to get “impressions of unions, business sectors and of civil society in general “.

And he acknowledged that the Executive, despite not agreeing, understands that, “in a democracy, the path of tolerance can lead us to a safe harbor faster than insisting on our vision: What we wanted in 30 days will take us around 120 or 180, and that’s how democracy is. “

“I no longer want to enter into discussions whether the return (of the bill) is constitutional or not. We have spoken with the president of the Assembly (Guadalupe Llori), with the Democratic Left bloc, with the Pachakutik bloc partially, and we have arrived to an understanding of sending three different laws on an urgent basis “.

The option of crossed death was raised by the president himself as a possible way out of the blockade in the legislative chamber, where he does not have a majority, which some interpreted as unilateral measures.
