ID achieves the support of the PSC to win the second vice-presidency of the National Assembly

Salim Zaidan, Alejandra Cárdenas and Luis Sarango are the applicants of the Assembly for the partial renewal of the Constitutional Court.

The Democratic Left, this October 28, managed to add the votes of the Social Christian Party, of a sector of Pachakutik and support the agreement with the ruling party composed of CREO and the independents, to win the second vice presidency in favor of the Pichincha assembly member. , Yeseña Guamaní.

But Guamaní’s election was also tied to the appointment of three candidates from the National Assembly for the partial renewal of the Constitutional Court, where the ID, PSC and Pachakutik placed a candidate related to their political organizations.

National Assembly has been without a second vice president for ten days due to lack of votes around the ID candidate

The independent sector obtained the commitment of CREO, the ID and Pachakutik so that the urgent economic project on tax reform, which will enter the National Assembly, goes to the Economic Development Commission chaired by legislator Daniel Noboa (United Ecuadorian), ally of the ruling party, and not to the Economic Regime Commission, chaired by Mireya Pazmiño (Pachakutik), who abstained from voting on the motion for the appointment of Yeseña Guamaní, as did his co-chairs Mario Ruiz and Peter Calo.

With this political negotiation, the CREO bloc maintains the legislative alliance of the Democratic Left and Pachakutik for the qualification of the urgent tax reform project that, according to its spokespersons, will include adjustments in the contribution table. The Government also needs this political support for the processing and approval of the 2022 budget proforma, whose proposal from the Executive would enter on October 31.

Designation of Guamaní

The appointment of Yeseña Guamaní as second vice president of the Assembly, replacing Bella Jiménez, dismissed for acts of corruption, obtained 83 votes with the support of the Democratic Left, Pachakutik, the National Agreement Bank and the PSC.

In his speech, Guamaní “stirred up the hornet’s nest” with the Unión por la Esperanza sector. After making a call not to disappoint the country and highlighting that with his election Pachakutik renewed the commitment of the programmatic agreement signed last May, said that they recognize the right to protest, but that the country hopes that the mobilizations will develop in a timely manner. peaceful way.

That they do not allow the historical struggles of the indigenous resistance to be taken advantage of and infiltrated by agents and interests that protect those who seek destabilization. That they do not allow that in the construction of their political project there are external beneficiaries who dream of chaos, they dream of uncertainty and division.

“Today more than ever the country needs work, unity and a pact for the future, and not the return of those who bled this homeland and also harmed our country,” Guamaní replied.

The ID will always walk hand in hand with the great causes of the Nation, for social justice with freedom, but “never hand in hand with those who for more than a decade kidnapped the Ecuadorian State and its resources and today are fugitives from Ecuadorian justice. ”, He added in his speech.

Before concluding his speech, Guamaní presented his working greeting to the President of the Republic, Guillermo Lasso, whom he congratulated for assuming the challenge of taking the reins of a country, he said, co-opted by more than a decade of corruption and repression. That motivated shouts and blunders from the UNES bench.

Then Juan Fernando Flores (CREO) intervened to motion the list of candidates for the National Assembly for the partial renewal of the Constitutional Court, made up of Salim Zaidán, Alejandra Cárdenas and Luis Sarango Macas.

Flores in his presentation congratulated Guamaní and thanked the support not only of the National Accord bench, but also the Social-Christian bench, Pachakutik, the ID and the independents.

He immediately pronounced the phrase “if the dogs bark, it is a sign that we are moving forward and that is an important part of democracy.” That exacerbated the spirit of the UNES legislators, who ended up leaving the session, amid shouting and the call of the president of the Assembly, Guadalupe Llori, to behave like true assembly members and demanding respect.

“Do not worry, President, no matter how much you shout, the honest ones are on this side and I am calm about that,” Flores responded to the correista bench.

The shouts did not allow the motion of Flores to be heard on the candidates for Constitutional Court judges, which obtained the support of 77 votes from the ID, PSC, Pachakutik, CREO and the independents.

After the closing of the session, the coordinator of UNES, Paola Cabezas, assured that there is a new majority in the Assembly and they asked respect for their bench, rejected the handling of the session by the president of the legislature and assured that it is a bad start for the second vice president, Yeseña Guamaní.
