In a pre-recorded radio link, with the public and the department heads in the front row to complement her presentation, Mayor Cynthia Viteri addressed the problem of insecurity that afflicts Guayaquil and once again separated the responsibility that the council has in the security competition.
“We do not have the competence of security, what does that mean, that Cynthia Viteri cannot tell the Police that they are going to comply with this plan, go out to fight crime, she cannot tell the Army to control weapons…”, Indian.
Viteri said that the issue of insecurity in Guayaquil is related to what is happening in the country and drug trafficking. “We border provinces through which drugs pass and transit, Guayaquil is a port, and being a port it becomes the most affected city, that is why in the south there is the greatest number of crimes.”
The situation in Zone 8, which includes Guayaquil, Durán and Samborondón, is disturbing due to the increase in violent deaths. Until the morning of this March 9, the murders totaled 246, a figure that exceeds the 91 for the same period last year. After Guayas, the provinces with the most violent deaths are Esmeraldas, Manabí and El Oro, according to Police data.

The mayor recalled that she gave the Government a project to combat insecurity and that it covered issues such as not allowing people with a judicial past to enter the border, the repeal of the drug consumption table…
And he said that since “nothing like that has been done so far”, he will send the project through the PSC bloc so that it can be processed in the National Assembly.
Viteri assured that a security policy with a strategic plan, tactics and distribution in the country’s cantons is necessary.
For the president of the Citizen Security Corporation of Guayaquil, Gustavo Zúñiga, the problem in Guayaquil is linked to drugs and that is a matter of national scope. For this reason, he said, Guayaquil should not be branded as the reddest city in the country.

“The problem is that drugs grow across all borders, they arrive here, they pass through all the provinces. These events take place in all the provinces, that is why we have an incidence of violent deaths that are the product of drug trafficking,” said Zúñiga, who stressed that the serious problem of drug trafficking must be resolved by the Government.
Vans as assistance
According to the municipal authorities, the lack of resources is one of the problems that the Police have. Given this, they say, the council is providing assistance such as the provision of fuel and trucks.
“If Guayaquil pays, Guayaquil must receive results,” said Viteri.
As part of the assistance, the Municipality will incorporate 63 vans to establish safe circuits in several commercial corridors. Those black vans are going to be handled by the Citizen Security Corporation in coordination with the Police.
