The Union for Hope (UNES), the Christian Social Party (PSC) and the group of self-styled “rebels” of Pachakutik lacked one vote to include for debate, in session 767 on March 9, the motion to the integration of a commission that evaluates the Council of Legislative Administration (CAL), chaired by Guadalupe Llori.
The absences of assembly members Mariuxi Sánchez, from UNES, and Javier Ortiz, from the PSC, were decisive at the time of calling for a vote on the motion raised by correísta Fausto Jarrín to form the aforementioned evaluation commission.
From the PSC bench it was pointed out that Assemblyman Ortiz suffered “an attack” in the morning while traveling from Esmeraldas to Quito. In the case of Sánchez, he only came to the plenary session when the third item on the agenda was being processed.
From the Pachakutik group, Rosa Cerda was slow to cast her vote. His decision could have tipped the balance towards the opposition groups to Llori, which is why his co-ideas surrounded his seat and he finally voted against the motion and 69 wills were counted, and that motivated the applause from the benches of Pachakutik, Democratic Left and of the government group. A total of 70 votes were needed.
Jarrín said that there are several facts that motivate the request for evaluation of the CAL, such as the classification of political trials against the Citizen Participation Council and the Judiciary Council, without taking into account the urgency of the issues, and the delays in the qualification of bills. “This type of arbitrariness should not continue to be allowed in the CAL or in the Assembly,” he replied.
He added that the only thing that is sought is to determine if the Assembly is complying with the law and procedures, if the CAL structure made up of the president, vice presidents and members are complying with the law, and said that they need transparency and evaluation.
This was the second attempt by UNES in its purpose of integrating an evaluation commission. Already on the morning of this same day, in a plenary session in which the processing of the CAL resolution was discussed so that the Constitutional Court be consulted regarding whether or not it is feasible for Parliament to qualify projects that propose to repeal the tax law of the Executive that entered into force as a decree-law, Pabel Muñoz proposed that the commission be integrated, but that motion was not qualified by Llori because he considered it “impertinent.”
After voting on that motion, the correísta indicated that they were not going to decline the position of an evaluation because it is what the country is asking for.
Juan Fernando Flores, who is part of the National Agreement Bank (BAN) that brings together those related to the Governmentcelebrated the victory and asked where is that new majority that was going to review this National Assembly and that unfortunately was left with the “curly facts” and the reality of that is that the legislature is not going to lend itself to the whims of a few.
He said that he hopes that once they understand that the path is not to seek the deinstitutionalization of the National Assembly, they will stop working. “There is no new majority and we have been saying it and we thank the assembly members who were responsible with the institutionality not only of the Assembly, but of the democratic State.”
The head of the Pachakutik caucus, Rafael Lucero, He commented that his group will always be respectful of democracy, institutionality and due process.
That they cannot be allowed to try to destabilize the Assembly through dark legal pretexts and arguments. That it has been demonstrated that there is no majority and that the Pachakutik bloc will remain united, indicated the legislator.
Earlier, at a press conference, Llori anticipated the intentions of the benches that criticize his management and stated that he was not clinging to the position. “Guadalupe Llori has never, ever clung to any position,” she said, and she brought up what happened when she assumed the prefecture of Orellana, when she was persecuted, criminalized and imprisoned. “I did not flee through the sewers or through the lying down, much worse I fled to Miami or to Belgium; I stayed in Ecuador waiting for them to deprive me of my freedom, that means that the charges have never mattered to me, but that here we are going to enforce democracy, the stability of the functions of the State and one of them is the National Assembly , and I am going to make respect”.
