What are the breaches of Guadalupe Llori that move her opponents to propose an evaluation

The opposition groups of Guadalupe Llori, president of the National Assembly, compile what they call breach of duties and motivate their evaluation through a commission ad hoc, that they aspire to integrate once the plenary sessions suspended since February 24 are resumed.

Although the most visible issues include the three-month postponement of the qualification by the Council of Legislative Administration (CAL) of two bills that proposed the repeal of the tax reform, as well as the non-observance of the order of priority to qualify the political trials proposed to the councilors of the Council for Citizen Participation and Social Control (CPCCS), there are other issues that concern the Union for Hope (UNES), the Christian Social Party (PSC) and a sector of Pachakutik.

National Assembly has been stalled for eight days and faced between legislative blocks

The UNES sector and Pachakutik are concerned about the postponement of the process in plenary session of the report on the 269 amnesties to political and social leaders linked to their organizations, and that from the presidency of the legislature doubts have been raised about an illegality in the presentation of the document without the supporting signatures. The deadline for processing is March 13.

Mario Ruiz, from the Pachakutik group of rebel legislators, questions that the president of the legislature goes above the decisions of the plenary session and contravenes the decisions of the CAL “because we are taking care of the interests of the Executive, all that groping and tomorrow tired us”, points out.

It has dammed, adds Ruiz Jácome, decisions of the plenary session regarding appearances by state officials, bills that arise from constitutional rulings, amnesties and the qualification of projects to repeal the tax reform. The need to evaluate their attitude and procedures is evident, he says.

The carnival holiday was extended to the plenary session of Parliament and criticism against Llori persists

But the Christian Socialist, Esteban Torres, considers that “if we start to pick we will find a series of breaches by the president, since there are specific times to answer requirements.”

We will find not dozens but hundreds of breaches beyond the public facts such as what happened in the CAL on the issue of political trials against the CPCCS, the qualification of tax repeal projects, he maintains.

Marcela Holguín, coordinator of UNES, considers that the president of the legislature has incurred in several illegalities such as not informing the Executive of the denial of the tax reform, irregularities in the calls for virtual sessions that contravene what was resolved by the CAL, not giving way to the appeal to the presidency that occurred on February 24, not to qualify the projects to repeal the tax reform.

There are also deadlines, he adds, that are not being met on the process of a reform to claim the rights of teachers to salary adjustment, that deadline expires this week and the report is ready, but from the presidency a plenary session is not called , note.

However, that topic, the amnesties and the appearance of the Minister of Agriculture have already entered the agenda. The weekend Llori sent the call for the plenary on Wednesday, at 14:00.

With the amnesty report and the appearance of the Minister of Agriculture, the plenary session of the National Assembly will be reactivated on March 9

Juan Fernando Flores (CREO) questions the position of UNES, PSC and the Pachakutik group, for not attending the call for a virtual session on February 26 to reinstate a session suspended on January 27, and rejected any attempt to incriminate responsibility to the presidency of the legislature for not processing the draft reforms to the Intercultural Education Law on teachers’ salaries, when the report was only approved last week.

tax derogation

This is the most controversial issue that shakes the presidency of Guadalupe Llori, and that caused a group of her colleagues from Pachakutik to distance themselves and cross the line of the opposition represented in UNES and PSC.

On November 30, the Pachakutik legislators: Patricia Sánchez, Ángel Maita and Salvador Quishpe, and seven days later the UNES assemblywoman Viviana Veloz presented two bills that proposed a single article that is to repeal the Organic Decree-Law for Economic Development and Fiscal Sustainability after the COVID-19 pandemic. This law defines the new table of current taxes.

The processing of these two repeal bills has been rocky. Since its presentation there have been several attempts and pressures for the issue to be processed in the CAL, which is chaired by Guadalupe Llori.

It began on January 25, when the legislator of UNES Pabel Muñoz obtained 85 votes to include a resolution to demand qualification from CAL in session 758 of the plenary session.

In that same session, Guadalupe Llori said that on Friday, January 28, the CAL will process the two projects, because that body “always acts legally and respecting the principle of priority.”

But on January 27, legislator Mario Ruiz (Pachakutik) in session 759 with 74 votes approved the inclusion of a resolution to resume suspended sessions on sensitive issues, including what was raised by legislator Pabel Muñoz, on the qualification of projects derogations of the tax reform by the CAL.

The next day, on January 28, the CAL with four votes postponed the decision to qualify the two projects and approved a previous motion raised by the Democratic Left to consult the Constitutional Court if the Assembly can repeal an urgent economic law promulgated as a decree -law. That resolution was recently included as the sixth item on the agenda of session 765 on February 22, after the impeachment of the Superintendent of Banks, Ruth Arregui, and the session was suspended.

CAL suggests consulting the Constitutional Court on the repeal of the tax reform

The constant postponement of this issue exacerbated UNES, PSC and the rebel sector of Pachakutik and they presented, through the legislator Mireya Pazmiño, a resolution for debate to form a commission ad hoc to evaluate the conduct of the CAL. That purpose was blocked and heated up in the legislature, where Llori’s opponents began to prepare the way to speed up the evaluation of the entire CAL.

Days later, on February 26, the president called the plenary session for 10:00 p.m. to reinstate session 759, where legislator Mario Ruiz’s approach is stated. Only 67 legislators attended that session and there were no quorum. The session is still suspended.

Salary adjustments for teachers

Another of the claims of the legislators is not having given way to the request of the Education Commission to summon the Finance Minister and the president of the Social Security board to the plenary session of the Assembly to explain the reasons why they issued a negative report. Regarding the financing of salary adjustments and the new retirement regime for teachers.

Commission approved a report to reform the Intercultural Education Law; the UNE announces mobilizations

The request to appear was made on February 13, according to the president of the Education Commission, Manuel Medina (Pachakutik), despite this the table presented a report for the first debate of a project of reforms to the Law of Intercultural Education, that had not been included until last Friday in the plenary debate agenda.

All this, Medina added, could lead the legislature to fail to comply with the Constitutional Court ruling, due to a lack of agility in the processing of this regulation, since according to the legislator next March 11 is the deadline granted by the Court to approve in two debates the reforms to the LOEI, where the financing of salary adjustments for teachers is guaranteed.

The responsibility and the legal consequence, due to lack of processing of the project report, will have to be assumed by the president of the Assembly, affirmed Medina. Meanwhile, the National Union of Educators announced a day of protests.

Appearance of Minister of Agriculture

Among the issues claimed by the Pachakutik rebel legislators, there is also Guadalupe Llori’s failure to include in the agenda the appearance before the plenary session of the Minister of Agriculture, Pedro Álava, whose resolution was approved on February 10 and had a term of eight days to do it.

Minister of Agriculture will be called to the National Assembly for his agricultural policies

The official was called to explain about the agricultural policies implemented in the face of the crisis in the sector, which includes high costs of inputs used in the agricultural area, allegations of corruption and lack of control of support prices for agricultural and livestock products.

His appearance is the first item on the agenda of the plenary session that was convened for this Wednesday, March 9, starting at 2:00 p.m. (I)
