Two warnings were issued by the political groups Unión por la Esperanza (UNES), the Partido Social Cristiano (PSC) and the rebel sector of Pachakutik, who aim to unblock the National Assembly, that is, call themselves to plenary sessions and prevent the project from executive order on investment passes without modification or through the ministry of law.
If until Tuesday the president of the Parliament, Guadalupe Llori, does not call a plenary meeting, the leaders of UNES, Marcela Holguín, and the PSC, Esteban Torres, indicated that they will push a self-convocation to reinstate session 766, where Llori’s presidency was appealed, and to process the formation of an evaluation commission of the Legislative Administration Council (CAL).

Pereira affirmed that the only way out of the crisis in the Assembly is self-convening, because there is a risk that Guadalupe Llori will convene and suspend the session, alleging lack of guarantees and, in the end, prevent dealing with the issues. The self-convocation will allow the creation of the CAL evaluation commission, which does not necessarily imply the dismissal of the entire Legislative Administration Council.
This legislator, who initially supported Llori, maintains that deep down it is in the government’s interest that the legislature remain in crisis, because that allows the urgent investment project to come into force through the ministry of law. “A stagnant Assembly is convenient for the Government, because it neutralizes the opposition and there are no meetings in plenary session”.
From the ruling party, the National Agreement Bank (BAN) maintains the support of Guadalupe Llori, and questions the position assumed by UNES and the PSC regarding the evaluation of the CAL. That they will respond with the same law that they hope to trample on, legislator Juan Fernando Flores warned.
The Democratic Left proposes the formation of a dialogue table between all the factions in order to maintain the institutionality of the Assembly, according to the head of the faction, Marlon Cadena, who assured that they will not support destabilizing interests and a particular agenda that seeks chaos in the country.
Assemblywoman Johanna Moreira, delegate of the CAL for the ID, maintained that the evaluation as proposed by the UNES, PSC and a part of Pachakutik blocks constitutes a process of dismissal of the members of the CAL.and it’s all because this administrative body is not in the line that those sectors claim in the Assembly.
He said that Parliament should concentrate its efforts on processing the urgent Investment Law and include in the text the repeal of the tax reform.
The group of Pachakutik assembly members that remains together with Guadalupe Llori announces that they have been summoned for next Monday, March 7 to a meeting of the Political Council of Pachakutik, chaired by Marlon Santi, where there will be an internal evaluation of the 25 legislators of the block, including Llori, the fulfillment of the legislative agenda and the situation of the bench that now appears divided.
Cecilia Velasque, leader of Pachakutik, revealed that in this meeting, where all the legislators are called, they will evaluate the legislative agenda of the caucus and set a date for the congress of the movement to change the national coordination. The 25 legislators will be evaluated, since the legislative agenda does not belong to the rebels or the Lassistasbut of the Pachakutik movement, he stressed.

Marcela Holguín, coordinator of UNES, insists that the president of the Assembly must summon the legislators to work in plenary session and must also show transparency in their actions and allow the formation of a commission ad hoc for an evaluation of the members of the CAL. He warned that his bench made up of 48 wills hopes that there will be a plenary session on Tuesday, otherwise they will apply article 5 of the Organic Law of the Legislative Function, that allows the self-convocation with the support of 91 votes, for this, they began to dialogue with other sectors.
If the government’s strategy is to prevent the texts of the urgent investment bill from being modified, Holguín added, the UNES caucus will not allow it, because although the deadline expires on March 24, the caucus is working on a modifications. “We are not going to allow this to go through the ministry of law and we will demand that the president convene the plenary sessions,” he said.
The only way out of the crisis in the Assembly, according to the PSC coordinator, Esteban Torres, is to put the creation of the evaluation commission to a vote and that will be the first step; but that continuing to stop the treatment of this point and muddying the legislative procedure is unsustainable.
“If there is no call for Tuesday, the self-call will be activated immediately, because you can no longer wait for the game to continue whether or not there is a plenary session,” Torres stressed..
He clarified that the PSC is not interested in obtaining positions or becoming part of the Administrative Council of the Assembly after an evaluation, but it is necessary for the Assembly to free itself from this issue and place it at the decision of the plenary. If there are the votes, it will proceed.
In addition, Torres explained that the evaluation process is long and part of the complaints that are presented to the commission and that the CAL previously qualifies, then investigates respecting the right to defense and the presentation of evidence, to conclude with a report before the plenary session of the Parliament that will finally make the decision.
The PSC legislator also hopes that the crisis will not be a distraction for the project to go through the Ministry of Law, because there are interesting issues where the PSC would support some positive texts and not others. (I)
